„Healthcare Equity and Access for Resilient Targeted Support – HEARTS“

Dana 1. kolovoza 2024. godine između Ministarstva regionalnoga razvoja i fondova Europske unije, kao upravljačkog tijela programa Interreg VI-A-IPA Hrvatska- Bosna i Hercegovina- Crna Gora 2021. – 2027. te Centra za pružanje usluga u zajednici Vukovarsko-srijemske županije, kao vodećeg partnera, potpisan je ugovor o sufinanciranju projekta „Healthcare Equity and Access for Resilient Targeted Support“. Ukupna vrijednost projekta iznosi 1.716.255,00 EUR, od čega Europska unija sufinancira 85% (1.458.816,75 EUR ) dok se preostalih 15% (257.438,25 EUR) financira iz nacionalnih sredstava. Provedba projekta traje 30 mjeseci, do 31.1.2027. godine.

Projekt se provodi u partnerstvu Centra za pružanje usluga u zajednici Vukovarsko-srijemske županije, Razvojne agencije Vukovarsko-srijemske županije (Republika Hrvatska), Razvojne agencije Žepče, Javne ustanove Dom zdravlja sa stacionarom Žepče (Bosna i Hercegovina) i  Udruženja roditelja djece s poteškoćama u razvoju Podgorica (Crna Gora).

Projekt je u skladu s programskim ciljem i izravno doprinosi osiguravanju jednakog pristupa zdravstvenoj skrbi i potiče otpornost zdravstvenih sustava, uključujući primarnu zdravstvenu zaštitu, te promiče prijelaz s institucionalne skrbi na obitelj i zajednicu.

Vođeni željom za unapređenjem zdravstvenih usluga kao i podizanjem kvalitete usluge rane intervencije za djecu s poteškoćama u razvoju, projektni partneri osmislili su projekt „HEARTS“. Projektne aktivnosti pozitivno će utjecati na povećanje dostupnosti zdravstvene skrbi djece s razvojnim poteškoćama.

Projekt „HEARTS“ usmjeren je na pružanje cjelovitih zdravstvenih usluga i podrške djeci s poteškoćama u razvoju, kao i njihovim obiteljima. Jedan od glavnih ciljeva je osigurati ranu intervenciju koja će unaprijediti kognitivni, emocionalni i fizički razvoj djece, što je ključno za njihovu dugoročnu dobrobit.

Neke od ključnih aktivnosti projekta su:

  • Uspostava mobilnih timova koja će omogućiti partnerskim institucijama pružanje stručne pomoći ciljnoj skupini i  izvan institucije.
  • Izrada web platforme za razmjenu informacija i mišljenja, kao i konzultacije između stručnjaka na projektu i izvan njega, prvenstveno će biti koristan alat obiteljima djece s teškoćama u razvoju i široj javnosti.
  • Edukacija zdravstvenih radnika i stručnjaka za rani razvoj, s fokusom na multidisciplinarni pristup u tretiranju različitih oblika poteškoća u razvoju.
  • Unapređenje infrastrukture i opreme u zdravstvenim ustanovama, čime će se omogućiti pristup kvalitetnijim uslugama i modernim dijagnostičkim metodama.
  • Podrška obiteljima kroz savjetovanje i edukaciju o važnosti rane intervencije te jačanje kapaciteta za prepoznavanje razvojnih poteškoća u ranom stadiju.

Projekt „HEARTS“ predstavlja značajan iskorak u osiguravanju inkluzivnijeg i pristupačnijeg zdravstvenog sustava, u kojem će svako dijete imati jednake mogućnosti za razvoj i uspjeh. Ujedno kroz planirane aktivnosti ojačat će se kapaciteti zdravstvenih ustanova i stručnjaka u pružanju usluga osobama s teškoćama kao i  povećati svijest šire javnosti o važnosti rane intervencije i integracije djece s poteškoćama u zajednicu.

RAŽ is implementing the “Healthcare Equity and Access for Resilient Targeted Support project– HEARTS”

The Development Agency Žepče, together with project partners, is implementing the “Healthcare Equity and Access for Resilient Targeted Support project – HEARTS”.

On 1 August 2024, a co-financing agreement was signed between the Ministry of Regional Development and European Union Funds, as the managing authority of the Interreg VI-A-IPA Croatia-Bosnia and Herzegovina-Montenegro 2021-2027 programme, and the Vukovar-Srijem County Community Service Centre, as the lead partner, for the project “Healthcare Equity and Access for Resilient Targeted Support”. The total value of the project is EUR 1,716,255.00, of which the European Union is co-financing 85% (EUR 1,458,816.75) while the remaining 15% (EUR 257,438.25) is financed from national funds. The project implementation lasts 30 months, until 31.1.2027.

The project is implemented in partnership with the Center for Community Service Provision of Vukovar-Srijem County, the Development Agency of Vukovar-Srijem County (Republic of Croatia), the Development Agency of Žepče, the Public institution “Medical centre and the infirmary” Žepče Bosnia and Herzegovina) and the Association of Parents of Children with Developmental Disabilities Podgorica (Montenegro).

The project is in line with the program objective and directly contributes to ensuring equal access to healthcare and fostering the resilience of healthcare systems, including primary healthcare, and promotes the transition from institutional care to family and community care.

Driven by the desire to improve healthcare services as well as to raise the quality of early intervention services for children with developmental disabilities, the project partners designed the “HEARTS” project. Project activities will positively impact on increasing the availability of healthcare for children with developmental disabilities.

The “HEARTS” project is aimed at providing comprehensive healthcare services and support to children with developmental disabilities, as well as their families. One of the main goals is to ensure early intervention that will improve the cognitive, emotional and physical development of children, which is crucial for their long-term well-being.

Some of the key activities of the project are:

  • Establishment of mobile teams that will enable partner institutions to provide professional assistance to the target group and outside the institution.
  • Creation of a web platform for the exchange of information and opinions, as well as consultations between experts on and outside the project, will primarily be a useful tool for families of children with developmental disabilities and the general public.
  • Education of health workers and experts in early development, with a focus on a multidisciplinary approach to treating various forms of developmental disabilities.
  • Improvement of infrastructure and equipment in health institutions, which will enable access to better quality services and modern diagnostic methods.
  • Support to families through counselling and education on the importance of early intervention and strengthening capacities for recognizing developmental disabilities at an early stage.

The “HEARTS” project represents a significant step forward in ensuring a more inclusive and accessible health system, in which every child will have equal opportunities for development and success. At the same time, the planned activities will strengthen the capacities of health institutions and experts in providing services to people with disabilities, as well as increase the awareness of the general public about the importance of early intervention and integration of children with disabilities into the community.
